Neelankarai lies on East Coast Road, about seven kilometres south of Adyar, with Palavakkam to the north, Vettuvankeni to the south, Thoraipakkam to the west and the Bay of Bengal to the east, according to Wikipedia. Wikipedia places it parallel to Thoraipakkam on OMR. Injambakkam lies just south, with Neelankarai to its north, Karapakkam to its west and Panayur to its south; its 2011 census population was 23,346.

These are premium coastal addresses, but the regulation they sit under is the main buying consideration, more than the sea view.

Connectivity and the metro

There is no metro on ECR. Square Yards (5 October 2026) says no station operates on OMR either, with the nearest working stations at Little Mount, Guindy and St Thomas Mount. Wikipedia's Purple Line article lists Corridor 3 stations at Thoraipakkam, Mettukuppam, PTC Colony, Okkiyampet and Karapakkam on the OMR side, which lie on the OMR side, west of Neelankarai (Wikipedia describes Neelankarai as parallel to Thoraipakkam on OMR). Expected opening dates differ: Wikipedia has December 2027 for the elevated section; Square Yards has around December 2026, after an original June 2026 target.

DT Next (26 September 2026) reported the Poonamallee to Vadapalani section, on Corridor 4, was likely to open on 11 October. It does not serve this coast.

Schools and institutions

Wikipedia lists GTA Vidhya Mandir CBSE School and Narayana E-Techno School (CBSE) in Neelankarai. We did not find a sourced hospital list for Neelankarai or Injambakkam; Apollo Speciality Hospitals OMR at Perungudi is a tertiary centre on the OMR side (Apollo Hospitals).

Price levels: what we could and could not find

Magicbricks had no price data on its Neelankarai or Injambakkam pages when we checked, so we give no average rate and decline to estimate one. A rate we cannot source is worse than none. The only listed price evidence on Property Point is a single project: Appaswamy Azure by Appaswamy Real Estates, listed as Neelankarai, ECR, with 3 and 4 BHK apartments at ₹2.4 Cr to ₹4.4 Cr, new launch, possession listed June 2029, RERA TN/01/Building/0301/2024.

For land and individual houses, expect to rely on registered comparables and guideline values from the sub-registrar, not on portal averages.

The rule set: CRZ and aquifer zone

Verified.RealEstate's LandLens analysis (18 May 2026) is a third-party study of ECR land parcels, citing the CRZ Notification 2019 and the Tamil Nadu Combined Development and Building Rules 2019. It reports that in Neelangarai, 98.3% of the 221 hectares mapped is restricted (130 ha aquifer zone plus 87 ha overlapping CRZ and aquifer), and in Injambakkam 98.4% of 356 hectares (229 ha aquifer plus 119 ha overlap). It says that in the aquifer zone FSI drops from 2.0 to 0.8, ground coverage from 80% to 40%, height is capped at 9 m (stilt plus two floors), a minimum plot size of 220 sq m applies, and high-rise construction is prohibited.

Its worked example compares a 5,000 sq ft plot in Neelankarai with a 2,000 sq ft plot in Adyar, concluding both yield similar built-up area, which is the point: you pay for land you cannot fully build on. It is an analyst's calculation, and your plot may differ. The same source says CRZ-2 land needs an existing road or structure between the plot and the high tide line.

Enforcement is under way

  • Verified.RealEstate (28 August 2026) reported the Greater Chennai Corporation directing occupants of 21 buildings in Neelankarai, Injambakkam and Uthandi, in wards 192, 194 and 197, to vacate within 15 days over alleged CRZ violations, with sealing and possible demolition to follow.
  • The same report says the Madras High Court order of 6 July 2026 recorded that about 798 buildings along the ECR belt had been identified for construction without approval, plan deviations or CRZ violations, and that 440 of 482 revision petitions examined were still pending then.
  • An earlier report (21 February 2026) said the High Court had set a 31 May 2026 deadline to dispose of pending CRZ appeals between Neelankarai and Uthandi, and notes that a notice is not a final finding of illegality.
  • Takeaway: a property tax receipt or electricity connection is not proof of CRZ approval, so request the CRZ clearance, approved plan and a clean encumbrance certificate.

A listed apartment project and the due-diligence question

Appaswamy Azure is an apartment project on ECR. The aquifer-zone rules above mention a high-rise prohibition, which suggests a project's approvals deserve a direct question: what is the sanctioned height and FSI for this specific survey number, and under which authority? We are not asserting any non-compliance. We are saying a buyer in this belt should see the sanctioned plan and the RERA registration before paying.

Risks to weigh

  • Regulatory and title risk: CRZ, aquifer limits and enforcement actions.
  • Resale and finance: lenders and future buyers may discount CRZ-affected property.
  • Flooding: neither flood source we read names Neelankarai or Injambakkam specifically, but the ECR study lists a flood inundation zone among the restrictions that can stack on an ECR plot. Ask about the actual street.
  • Limited price transparency: portal data is thin; rely on registered comparables.
  • No metro on ECR.

Who it suits and our view

These addresses suit buyers who value the coast and an established social address and can afford specialised legal advice and a longer hold. They do not suit buyers who want an easy resale or a simple loan.

Our view: the best of the ECR names and the most diligence-heavy. The regulatory picture is the headline; check parcel-level CRZ and aquifer status, approvals and the encumbrance trail, and treat enforcement news as live.
