Updated 21 October 2026. We re-read the Tamil Nadu environment department's CRZ summary, the state coastal authority's clearance page and the CMDA development regulations for the ECR aquifer recharge area, and re-opened the court and enforcement reports. Pages that rank for this search either cover one news event or explain CRZ in general terms. This note puts the official rule, the state's plan status, the enforcement record and a buyer's checklist in one place.

Is ECR in the CRZ zone?

Partly. The CRZ covers land up to 500 metres from the HTL on the sea side and a band along tidal water bodies. CMDA's own regulations note that parts of the Neelankarai–Uthandi restricted development zone, to a depth of 500 metres from the HTL and 100 metres from the Buckingham Canal, lie in the CRZ, and that development there is also subject to the CRZ notification (CMDA Development Regulations, aquifer recharge area annexure).

Plots on the western side of ECR, well away from the sea and the canal, are usually outside the CRZ, but they may sit in the aquifer recharge area, which has its own limits (see below).

CRZ categories in plain words

  • CRZ-I A: ecologically sensitive areas such as mangroves, sand dunes, salt marshes and turtle nesting grounds; mangroves above 1,000 sq m carry a 50 m buffer (Tamil Nadu Department of Environment).
  • CRZ-I B: the intertidal zone between the low tide line and the high tide line.
  • CRZ-II: developed land up to or close to the shoreline within municipal or legally designated urban limits, substantially built up, with roads, drainage, water supply and sewerage.
  • CRZ-III A: CRZ-III areas with population density above 2,161 per sq km (2011 Census). NDZ of 50 m from HTL only after the 2019-based CZMP is approved; otherwise 200 m.
  • CRZ-III B: other CRZ-III areas, density below 2,161 per sq km. NDZ of 200 m from HTL.
  • Tidal water bodies in CRZ-III: NDZ of 50 m from HTL or the width of the creek, whichever is less. The NDZ does not apply within notified port limits.

What is the No Development Zone, and why 200 m still applies

The NDZ is the strip next to the shore where new construction is not permitted, apart from limited exceptions set out in the notification. The 50-metre NDZ that people quote for CRZ 2019 is conditional. The notification's text, as summarised by the Tamil Nadu Department of Environment, says the 50 m NDZ applies in CRZ-III A only when the CZMP under the 2019 notification has been approved, failing which a 200 m NDZ continues.

Tamil Nadu's draft CZMPs under the 2019 notification were prepared by the National Centre for Sustainable Coastal Management, Chennai, for all coastal districts, and uploaded on 7 October 2022 for objections due by 21 November 2022 (Tamil Nadu Department of Environment). We found no notice of final approval on the department's site on 21 October 2026. Until approval is published, plan on 200 metres.

What happened in Neelankarai, Injambakkam and Uthandi

We do not name any owner, builder or project in these matters. The lesson is the rule: a seafront home without valid permissions can be sealed years after it is built, whoever owns it.

  • 2018: Greater Chennai Corporation issued notices to 798 owners of buildings within 500 m of the shore between Neelankarai and Uthandi; 440 filed statutory appeals with the state, and 84 had been disposed of by February 2026 (DT Next, 20 February 2026).
  • February 2026: the Madras High Court directed the state to hear and decide the pending appeals on or before 31 May 2026, with appellants to file explanations by 30 March (DT Next, 20 February 2026).
  • 6 July 2026: a further High Court order, after which the Corporation reportedly told occupants of 21 sea-facing bungalows and buildings in wards 192, 194 and 197 to vacate within 15 days ahead of sealing, following rejection of their appeals (Verified.RealEstate community, 28 August 2026). This is a single secondary report.
  • Not yet public: the outcome of all the appeals after the 31 May deadline.
  • Further south, 22 beachfront homes at Muttukadu were reportedly flagged by the Chengalpattu district administration for building inside the 200 m CRZ-III NDZ, and the National Green Tribunal took up the matter (Verified.RealEstate community, 21 June 2025).

The aquifer recharge area: a second set of limits on ECR

Separate from CRZ, CMDA has declared Kottivakkam, Palavakkam, Neelankarai, Okkiyam Thoraipakkam, Injambakkam, Karapakkam, Sholinganallur and Uthandi an aquifer recharge area restricted for development, where only non-multi-storeyed buildings are allowed (CMDA Development Regulations, Second Master Plan, Volume II).

  • Other areas · minimum plot 440 sq m · frontage 15 m · FSI 0.80 · plot coverage 40% · height 8.5 m (G+1 or stilt plus 2 floors).
  • Natham and EWS plots · minimum plot 80 sq m · frontage 4.5 m · FSI 1.00 · plot coverage 50% · height 8.5 m.
  • Source note: these figures are from the CMDA regulations as published on the state's online planning permission portal, in a version that incorporates amendments up to May 2013. Ask your architect to confirm what the current combined building rules allow on the specific plot.

How do I check if a plot is in CRZ in Tamil Nadu?

  • Ask the seller for an HTL demarcation of the plot by an authorised agency and the CZMP sheet showing the plot's category and distance from the HTL.
  • For any building within the CRZ, ask for the CRZ clearance. The Tamil Nadu State Coastal Zone Management Authority publishes clearance proposals on its site and takes applications through Parivesh 2.0 (TNSCZMA, accessed 21 October 2026).
  • Ask for the planning permit from CMDA or the local body, and the approved plan. Match the built structure to it, floor by floor.
  • Ask for the completion or occupancy certificate and the property tax assessment in the seller's name.
  • Search for any notice from the Corporation or district administration on the address, and ask the seller in writing to confirm there is none.
  • For apartments and villa projects, check TNRERA registration and read the approvals uploaded there.

Is it safe to buy a sea-facing villa on ECR?

It can be, if the paperwork is complete. The risk sits with homes built inside the NDZ, or built without permits, not with every seafront home. A buyer who wants the sea without the CRZ question has two routes: a home on the landward side of ECR with full approvals, or an apartment in a sea-proximate neighbourhood such as Besant Nagar or Adyar.

Homes we list near the coast

These are listings near the coast, not seafront plots. For any coastal purchase, ask the seller for the HTL demarcation, CRZ status, planning permit and RERA details before you pay.
