Updated 23 October 2026. We re-read the report and checked it against earlier statements on Anekal and the September 2026 BWSSB expansion. This is a proposal, reported by one newspaper; this guide sets out what would change for property owners if it goes through, and what to do now.
What is being proposed?
- The GBA, now about 712 sq km, would expand; about half of the city district's 86 gram panchayats could join it, and the rest would become new municipalities and town municipalities (Urban Acres, 18 October 2026, citing Prajavani).
- Municipal status under consideration: Anekal, Attibele, Bommasandra, Chandapura, Jigani, Chikkabanavara, Hunsamaranahalli and Konappana Agrahara. Doddathoguru is named for a town panchayat; Hebbagodi and Madanayakanahalli for possible municipal status (Urban Acres).
- Constituencies covered: Bengaluru South, Yeshwanthpur, Mahadevapura, Bommanahalli and Byatarayanapura (Urban Acres).
- Gram panchayats in the district could fall to about 20, and the five city corporations could be reorganised into two or three (Urban Acres). Treat these figures as reported, not decided.
When will the list be final?
Counting for the Legislative Council teachers' and graduates' constituency elections ends on 27 October 2026, and the final list of areas is expected after that, followed by notifications for new municipalities and areas to be included (Urban Acres, 18 October 2026). The report says the reorganisation and related elections could be completed by the end of January 2027, subject to legal processes and court proceedings.
The legal route exists. The Greater Bengaluru Governance Act lets the state notify inclusion of areas from Bengaluru Urban, Bengaluru South and Bengaluru Rural districts (Urban Acres). The idea is also not new: on 23 October 2025, D.K. Shivakumar said areas outside the five corporations, with about 25 lakh people, would eventually be considered (Urban Acres), and The Times of India reported the same day that he said Anekal would become part of the GBA.
Is this linked to the BWSSB expansion?
It points the same way. On 25 September 2026, The Hindu reported that BWSSB had expanded its jurisdiction to cover the entire Bengaluru Urban district. Water supply and civic status are separate decisions, but together they show the state treating the outer ring as city. What would change for a property owner?
This section is our reading of how the move from panchayat to urban body usually works in Karnataka. The actual rules will come with the notifications.
- Property records: panchayat properties carry e-Swathu records (Form 9 or 11A, and 11B). Areas joining the GBA would eventually move to the city's e-Khata system; areas becoming municipalities would move to the urban local body system. Expect a transition period.
- Property tax: urban tax is usually assessed differently from panchayat tax. Budget for a change, but do not assume a figure until rates are published.
- Building approvals: plan sanction would move from the panchayat and local planning authority to the new urban body.
- Services: roads, drains and waste would become the urban body's job, which is the main argument for the change.
- The panchayat rules were also amended on 8 October 2026. Our guide to Form 11A and 11B: e-Swathu Form 11A, 11B Rules 2026: What Changed on 8 October.
What to do if you are buying in Anekal, Jigani or Attibele now
- Confirm today's local body for the exact survey number: city corporation, municipality or gram panchayat.
- If it is a panchayat property, get the e-Swathu record and check it matches the sale deed. Do not pay a premium on the promise of a GBA khata; nothing is notified.
- Check layout approval from the planning authority (BIAAPA covers much of Anekal taluk). Our explainer: BDA vs BMRDA vs BIAAPA Approved Layouts: Which Authority Governs Your Plot?.
- For flats in RERA projects, the developer handles the change of records at handover, but ask how property tax and khata will be issued if the area changes status before possession.
- Read the final notification after 27 October before closing a plot deal that depends on civic status.
