Updated 21 October 2026. We re-read the Deccan Herald and other reports and checked the e-Aasthi and GBA websites for a bifurcation notice; we found none. Most pages ranking for this search are older explainers that predate eAasthi 2.0. This one is the dated status: what is broken, what has been promised and when, and what owners and buyers can do meanwhile.
Why can't I upload my EC on the e-khata portal?
It is a system problem, not your document. The GBA's new e-khata system has hit a technical block on EC uploads, which mainly affects properties registered after 1 April 2004 (Deccan Herald, 18 October 2026). The GBA has partly enabled uploads for properties registered before that date. Where data is unavailable, the system directs users to the Assistant Revenue Officer (ARO).
A senior GBA official told the paper the issue would be resolved in a day or two (Deccan Herald, 18 October 2026). If you still see the error, keep a screenshot with the date, which helps if a buyer, bank or sub-registrar asks why your file is pending.
Which EC is needed for e-khata: before or after 2004?
Both. Owners report having to upload two ECs, one covering the period before April 2004 and one after, to prepare a property for registration (Deccan Herald, 18 October 2026).
Get both ready before you start the application. Our guide to what an EC shows and how to get one: The Encumbrance Certificate: Why It Protects Your Purchase.
What can I do while the EC upload is stuck?
- Retry first if your property was registered before 1 April 2004; uploads for that period have been partly enabled (Deccan Herald, 18 October 2026).
- If the system shows 'data unavailable', go to your ward's ARO with the sale deed, both ECs, the latest tax receipt and your Aadhaar, as the system itself advises.
- Save a dated screenshot of every error and the application number.
- Track the application online: eAasthi 2.0 lets citizens follow e-khata applications through each stage (Country and Politics, 24 September 2026).
- Buyers: if a sale depends on a fresh e-khata, write the delay into the agreement's timeline rather than paying the balance early.
Has khata bifurcation restarted in Bengaluru?
Not that we could confirm. On 15 October, the Deccan Herald reported that the GBA was likely to launch online khata bifurcation that Saturday, 17 October, ending a two-year freeze, pending the state government's notification of the rules (Deccan Herald, 15 October 2026). We found no GBA or e-Aasthi notice on 21 October 2026 saying the service is live, so treat the restart as expected, not done.
The scale of the freeze is stark: only four bifurcation applications were approved across Greater Bengaluru in the past two years (Deccan Herald, 15 October 2026). The freeze was imposed to curb illegal layouts without parks, roads and civic amenity sites.
The bifurcation dates so far
- 24 September 2026: at the launch of eAasthi 2.0, the online bifurcation module was announced to start on 28 September (Country and Politics, 24 September 2026).
- 22 September 2026 report: online applications from 5 October; bifurcation of final commercial A-khata units from 5 October and the general bifurcation module from 10 October (Deccan Herald, 22 September 2026).
- 15 October 2026 report: likely launch on Saturday 17 October, after the GBA had earlier promised 5 October; pending applications to be processed once the final notification is issued (Deccan Herald, 15 October 2026).
- 21 October 2026: no live notice found on the GBA or e-Aasthi websites.
What is the size limit for online khata bifurcation?
Two figures have been reported, and they differ. On 22 September, Minister Krishna Byre Gowda said the online facility would initially cover properties up to 20,000 sq ft, that every sub-plot must have road access, and that larger properties must follow town planning rules, including giving up 15% of the land (Deccan Herald, 22 September 2026). On 15 October, the paper reported the facility was expected to cover properties of up to 2,000 sq m (Deccan Herald, 15 October 2026). 2,000 sq m is about 21,500 sq ft, our conversion, so the two are close but not identical; the final notified rules will decide.
Eligibility also depends on approval. Under existing norms only layouts and plots approved under Section 17 of the Karnataka Town and Country Planning Act, 1961, are eligible for e-khata processing, and a draft notification of 4 June 2026 proposes changes to the Revised Master Plan 2015 zoning rules to allow subdivisions, family partitions and mergers (Deccan Herald, 15 October 2026). Kaveri 2.0 glitches and eAasthi 2.0 in numbers
The EC error came on top of earlier trouble. Glitches in Kaveri 2.0, the registration system, disrupted property registration and khata services across GBA limits, with new buyers unable to get khatas and subdivision applications stalled (Siasat, 12 October 2026). Our registration guide: Property Registration Process in Bangalore: 2026 Steps.
- Bengaluru has more than 35 lakh properties (Country and Politics, 24 September 2026).
