Updated 21 October 2026. We re-read the launch reports in Deccan Herald and The Hindu, the minister's relaxations as reported by The Bengaluru Live, and Deccan Herald's earlier reports from July, September and October, and confirmed the eAasthi portal was online. Our first explainer (Khata Bifurcation Online in Bengaluru: eAasthi 2.0 Rules) covered the background and the timetable; this is the practical follow-up: fees, plot rules, the half-acre relaxation, the steps, and buyer checks. Most pages ranking for this search still describe a module that had not launched.
What changed on 17 October 2026
- The service went live: 'Sub-Division or Bifurcation of Existing A-Khata' on GBAeAasthi.karnataka.gov.in (Deccan Herald, 17 October 2026).
- The size ceiling is 2,000 sq m (about 21,500 sq ft). Earlier figures were pre-launch: 600 sq m in a July report (Deccan Herald, 15 July 2026) and 20,000 sq ft in September (Deccan Herald, 22 September 2026). Use the launch figure.
- A published fee: 0.2% of guidance value for residential plots, 0.3% industrial, 0.5% non-residential and 0.2% for other categories (The Hindu, 17 October 2026).
- Plot rules for each new share: more than 50 sq m, at least 6 m of road frontage, and independent access to a public road, directly or by an internal road at least 3.5 m wide (The Hindu; Deccan Herald, 17 October 2026).
- Relaxations announced by Minister Krishna Byre Gowda for jointly owned land up to one acre (The Bengaluru Live, 17 October 2026), covered below.
Who can apply, and who cannot
- Can apply: joint owners named on one A-eKhata, with each owner's share already recorded in it. They need not be related (Deccan Herald, 17 October 2026).
- Property type: a 'vacant plot' or a 'plot with building'.
- Size: up to 2,000 sq m. Larger plots go through the GBA Town Planning Wing by the regular procedure (Deccan Herald, 17 October 2026).
- Cannot apply: joint owners of a flat or unit in a multi-storey building with an A-eKhata. Apartments are outside this service.
- Cannot apply on this route: B-khata properties. The service is for A-eKhatas only. The minister said B-khata to A-khata conversion for apartments is a separate process with its own norms and fees (The Bengaluru Live, 17 October 2026).
- If shares are not recorded: the service does not apply until they are. Correcting the e-Khata comes first.
How to get separate e-Khatas: step by step
- 1. Check your A-eKhata. Every joint owner's name and share must appear. If not, apply for a correction first.
- 2. Agree the split among all owners: who gets which portion, its area, and where any internal road runs.
- 3. Have a registered architect prepare the sub-division sketch. It must show the original plot's boundaries, each owner's proposed plot, access to the public road, and any internal road with its width marked (minimum 3.5 m).
- 4. Test the plan against the rules: each plot above 50 sq m, 6 m road frontage, and road access for every plot.
- 5. Go to GBAeAasthi.karnataka.gov.in and choose 'Sub-Division or Bifurcation of Existing A-Khata'.
- 6. Enter the joint owners' details, upload the sketch, and enter each new plot's area and other details.
- 7. After approval, pay the fee online. Each owner then holds a separate A-eKhata in their own name.
- 8. Stuck? The eKhata Universal Helpline is 9480683695 (Deccan Herald, 17 October 2026).
- A July report said joint owners would consent through Aadhaar e-KYC (Deccan Herald, 15 July 2026). The launch reports do not repeat this, so keep every owner's Aadhaar-linked mobile at hand in case the portal asks.
What is the fee for khata bifurcation?
The Hindu (17 October 2026) reports the sub-division fee as a percentage of guidance value: 0.2% for residential plots, 0.3% for industrial, 0.5% for non-residential and 0.2% for others. It is paid online after approval.
As an illustration (our arithmetic): on a residential plot with a guidance value of ₹1 crore, 0.2% is ₹20,000. The reports do not say whether the fee is worked out on the whole plot or on each new plot, so check the amount the portal shows before you pay. Your plot's guidance value is on the Kaveri portal of the Karnataka Stamps and Registration Department. Stamp duty and registration on any later partition or sale deed are separate costs.
The half-acre and one-acre relaxations
The minister announced two further reliefs for jointly owned land (The Bengaluru Live, 17 October 2026, reporting his announcement on Friday 16 October). Half an acre is about 21,780 sq ft, roughly 2,023 sq m, close to the online ceiling (our conversion).
- Up to half an acre: no regular layout approval from Town Planning. Owners declare who gets which portion, mark the access road for rear plots, and upload the details online.
- Internal road: it must be kept as an access road for as long as the plots stay separate, but ownership need not be handed to the GBA. If the plots are later merged, the road land can merge back.
- Half an acre to one acre: layout approval is still needed, but instead of surrendering the usual 15% of land for civic use, owners may pay the guidance value of that 15% and keep the land. The minister put 15% of an acre at roughly 6,000 sq ft.
- Above one acre: no relaxation; the regular town-planning rules apply.
- Status: these are reported ministerial announcements. A draft notification of 4 June 2026 proposed amending the RMP-2015 zoning regulations to ease subdivisions, partitions and mergers (Deccan Herald, 16 October 2026); we did not find the final notification text on 21 October 2026.
What changed and when: the two-year freeze
- October 2024: khata bifurcation suspended; registration of partition deeds and individual sites stalled (Deccan Herald, 15 July 2026).
- 4 June 2026: draft notification to amend RMP-2015 zoning regulations (Deccan Herald, 16 October 2026).
- 15 July 2026: GBA says an automated module is ready, awaiting the final rules (Deccan Herald).
- 22 September 2026: minister says the online facility will start at up to 20,000 sq ft, every resulting plot needing a road (Deccan Herald).
- 16 October 2026: only four bifurcation applications had been approved across Greater Bengaluru in two years; the freeze aimed to curb illegal layouts (Deccan Herald).
- 17 October 2026: service live at up to 2,000 sq m, with fees and plot rules published (The Hindu; Deccan Herald).
- Related problem: owners have also hit an encumbrance-certificate upload error on the new e-khata system; our status note is at e-Khata EC Upload Error and Khata Bifurcation: Oct 2026 Status.
Mistakes to avoid
- Applying before shares are recorded. Fix the e-Khata first.
- A sketch that leaves a rear plot without a 3.5 m road. Every plot needs access.
- Splitting a plot so one share is 50 sq m or less, or faces a road under 6 m.
- Treating the separate e-Khata as a title document. The khata is a municipal record; ownership comes from the registered deed. Families dividing inherited land still need a proper partition deed.
- Assuming a flat can be split this way. It cannot.
Buying a newly sub-divided plot: what to check
- The seller's own A-eKhata for the new plot, in their name, with the area matching the sketch.
- The approved sub-division sketch, and that the internal road you rely on is shown and kept open.
- Road frontage of at least 6 m and plot area above 50 sq m on the ground, not only on paper.
- The registered deed chain for the original plot and, for family land, the partition deed. Our title checklist for older properties: Buying an Old Bungalow in Bangalore 2026: Heirs, Khata, Title.
- Encumbrance certificates covering the full period, before and after April 2004.
