Updated 23 October 2026. We re-read both reports, the 9 October Gazette that lists acquisition as a registration-refusal ground, and the August 2026 PRR-1 possession notice. This guide is about one practical question: how a buyer in the Kengeri, Magadi Road or Mysore Road belt checks that a plot is not on the PRR land list.
What is PRR-2?
PRR-2 is the southern section of the Bengaluru Business Corridor, a proposed 52 km road linking Mysuru Road and Hosur Road. The full Peripheral Ring Road is planned as a 117 km, eight- to 12-lane access-controlled expressway estimated at ₹27,000 crore, and the BDA issued a final notification in September to acquire 1,427 acres across six hoblis (Urban Acres, 15 October 2026).
The northern section, PRR-1, is further ahead. A BDA notification of 18 August 2026 recorded possession of 201 acres 3 guntas across eight villages, from Madanayakanahalli to Kalathammanahalli, and told the public not to transact with khatedars of the listed survey numbers (NammaWard, 31 August 2026). The Hindu reported on 10 October 2026 that the BDA will call tenders for PRR-1 Packages 2 and 3 by November; we could not open that report.
What happened in Kengeri?
- Land: Survey No. 115, Agara village, Kengeri hobli, Bengaluru South taluk. The deed described 4 acres 38 guntas of dry land plus 20 guntas of kharab land; the BDA's 3 September notification covers 3 acres 11 guntas of that survey number (Urban Acres, 15 October 2026).
- Timeline: deed executed on 6 October, registered on 7 October. The activist who raised it said the notification was shown on the Kaveri portal on 3 October (Urban Acres).
- Law cited: section 4 of the Karnataka Land (Restriction on Transfer) Act, 1991 restricts transfer of land under a BDA Act acquisition declaration, and section 8 bars registration without written permission (Urban Acres).
- Action: the Inspector General of Registration confirmed the suspension and a departmental inquiry (Urban Acres). The inquiry is to establish the circumstances; the report notes the price alone does not prove a loss to the government.
What did the High Court order in Machohalli?
A single-judge bench of Justice R. Nataraj stayed acquisition for PRR-2 in Machohalli village, ordered status quo and issued notices to the BDA and the Special Land Acquisition Officer. Landowners argued that the final notification came long after the preliminary one, first issued in 2006 (Urban Acres, 17 October 2026). The order is interim. It does not decide whether the notification is valid, and it does not stop the wider project.
For a buyer, an interim stay is not a green light. Land under a status quo order cannot change hands or be built on while the case runs, and the final outcome could go either way.
Why the registration system did not stop it
The bar on registering acquired land is clear in law, and the Gazette of 9 October 2026 now lists section 8 of the 1991 Act among the grounds on which a sub-registrar must refuse a document (NammaWard, 13 October 2026). The Kengeri case shows that the check depends on notices reaching the right office in time. The burden of checking stays with the buyer. How to check a plot near PRR-1 or PRR-2
- Get the survey number, hissa and extent from the RTC and sale deed, not the layout name.
- Search BDA and Gazette notices for that village and survey number. A notice may cover part of a survey number, as in Agara, where 3 acres 11 guntas of a larger parcel were notified.
- Look for later court orders on the village, such as the Machohalli stay.
- Do not rely on EC, RTC or khata alone; NammaWard notes these may not show acquisition and possession history (31 August 2026).
- Check the Kaveri portal's court order and notice details for the property.
- Ask the BDA's Business Corridor office in writing if the parcel is close to the alignment.

Flats in RERA projects on Mysore Road
Most flat buyers here are not exposed in the same way: a RERA-registered project has gone through plan sanction on land the developer must hold clear title to. Still, ask whether any part of the site or its approach road is in a PRR schedule. Listed projects in the wider Mysore Road belt, with prices on Property Point's listings (developer information, October 2026). We have no indication any is affected.
