Updated 23 October 2026. We re-read Deccan Herald's 10 October report and Citizen Matters' Stage V explainer. Our broader guide to Cauvery areas and charges is Cauvery Water Connection Areas in Bangalore: 2026 Guide, and the September jurisdiction change is at BWSSB New Areas 2026: Sarjapur, Anekal, Jigani Water Explained. This article is about the uptake gap and what it means for a flat buyer.
Why have so few households applied?
- Borewells looked cheaper: a senior BWSSB official told Deccan Herald many residents were reluctant to pay for connections because borewells seemed cheaper, and interest rose only after groundwater fell in the summer of 2024 (10 October 2026).
- Damaged house lines: lines to houses and roads were laid in 2019 or 2020, but the trunk line and supply started only by 2024, so pipelines in 22 villages were damaged; 18 have been repaired (Dr Manjula N, Deccan Herald).
- Connection cost: residents cite high pro-rata charges as a reason for not connecting (Citizen Matters, 7 April 2025).
Which areas are in the 110 villages?
Stage V aims to supply homes in the Yelahanka, Yeshwanthpura, Bangalore South, Byatarayanapura, T Dasarahalli, Mahadevapura, Rajarajeshwari Nagar and Bommanahalli zones (Citizen Matters, 7 April 2025). Localities named in that report include Hagadur, Channasandra, Panathur and Gunjur in the Mahadevapura–KR Puram belt, and K Narayanapura, Geddalahalli, Byrathi, Bilishivale, Chokkanahalli, Thirumenahalli, Bellahalli and Kattigenahalli in the north and north-east. Reservoir sites include Gottigere, Kadugodi and Chokkanahalli. Citizen Matters notes this is not a complete list of the 110.
- East: Varthur, Bangalore, Gunjur, Bangalore, Panathur, Bangalore, Kadugodi, Bangalore, Kr Puram, Bangalore
- North and north-east: Yelahanka, Bangalore, Hennur Road, Bangalore
- South-west: Kengeri, Bangalore
What changes for the newly added BWSSB areas?
The state has extended BWSSB's jurisdiction to all villages in Bengaluru Urban district, and BWSSB officials fear a similar slow response there (Deccan Herald, 10 October 2026). The same report says the board may limit itself to the trunk line and leave house-level lines to panchayats or urban local bodies, because the area has more than doubled. If that happens, who maintains the pipe to your building becomes a question to ask the local body, not BWSSB.
What a flat buyer in these areas should check
- Ask for the BWSSB sanction letter or connection number, not a brochure line saying 'Cauvery water'. A pipe in the road is not water in your tank.
- For a project in one of the 22 villages with damaged lines, ask whether the house-level line has been repaired and when supply began.
- Confirm who paid the pro-rata and beneficiary charges, the developer or the buyer, and get it in the sale agreement.
- Ask for six months of tanker bills from the association of a nearby occupied project. They show the real water cost.
- Use our 12-point water check: Water Problem in Bangalore Apartments: 12 Checks to Run.
