Updated 21 October 2026. We re-read the PTI report, Construction World's account and NammaWard's reading of the CM Office release, and checked BMRDA's official website for its published plans and planning authorities. The news reports list the numbers. This explainer separates what was announced from what is notified, says what has not been disclosed (township locations and timelines), and explains what 'BMRDA approved' means when you buy a plot.

What was announced on 5 October 2026

  • The plan: an integrated 10-15 year development plan for BMRDA areas, covering connectivity, housing, water supply and industrial development, announced at a meeting of the advisory committee on the economic development of the Bengaluru Metropolitan Region (ThePrint/PTI).
  • Industry: nine new integrated industrial townships; 7,900 acres acquired, another 5,600 acres under acquisition.
  • Housing: around 6-6.5 lakh houses, including housing for 40,000-50,000 industrial workers. Construction World (9 October 2026) put it at about 6,50,000 homes.
  • Metro and rail: another 312 km of Metro by 2037 and 72 km of suburban rail connectivity, described as proposed.
  • Roads: a 210-km additional ring road connecting 10 hubs, and a proposal to link Peripheral Ring Road Phase II with NICE Road, both discussed.
  • Regional rail: a 270-km RRTS for the Bengaluru-Tumakuru, Bengaluru-Mysuru and Bengaluru-KGF corridors was suggested; extending the proposed Mumbai-Bengaluru high-speed rail to Mysuru was discussed.
  • Water: BMR demand of about 3,600 MLD by 2037; the whole Bengaluru Urban district to come under BWSSB in phases.
  • Other: an AI City modelled on Punggol in Singapore, and land to be identified for an AI university.
  • Economy: targets of USD 400-420 billion by 2037 and USD 1 trillion by 2047.

Announced vs notified: how to read it

Everything above comes from a CM Office release and the meeting. NammaWard (6 October 2026) noted that the release does not establish sanctions, funding or construction schedules, and that announced plans should not be read as completed infrastructure or notified jurisdiction changes. That is the right lens for a buyer.

Two details differ between reports. PTI quotes the CM saying all areas of Bengaluru Urban district will come under urban local bodies; Construction World reports they will come under the Greater Bengaluru Authority. Until a notification is issued, treat any jurisdiction change as proposed. We have written separately about BWSSB's extension to new areas: BWSSB New Areas 2026: Sarjapur, Anekal, Jigani Water Explained.

Where are the nine industrial townships?

Not announced. None of the reports we read names locations or gives timelines for the nine townships, and we will not guess. Be wary of any listing that claims a plot is 'next to' one of them. Separately announced projects such as KWIN City have their own status; our tracker is at KWIN City Bengaluru 2026: Location, Status, Plots by March.

Is BMRDA's master plan 2031 still valid?

BMRDA's official website, checked on 21 October 2026, still publishes its Structure Plan section, a Land Utilization Plan 2031 and 'BMRDA Transport Networks 2031 (Proposed)', along with the Karnataka Planning Authorities (Allotment of Civic Amenity Sites within the Bengaluru Metropolitan Region) Rules, 2026. We found no notification replacing these. The new 10-15 year plan is described as 'being prepared'.

For a specific plot, the land use that matters is the master plan of the local planning authority where the land lies, not the regional plan alone. Download the relevant map from that authority, or ask for a zoning certificate.

Which planning authorities come under BMRDA?

BMRDA's website lists these local planning authorities (accessed 21 October 2026):

  • Anekal Planning Authority
  • Bangalore International Airport Area Planning Authority (BIAAPA)
  • Channapatna Planning Authority
  • Doddaballapura Planning Authority
  • Hoskote Planning Authority
  • Kanakapura Planning Authority
  • Magadi Planning Authority
  • Nelamangala Planning Authority
  • Satellite Town Ring Road Planning Authority
  • Ramanagara Urban Development Authority

What 'BMRDA approved' means, and how to verify it

In practice, 'BMRDA approved' usually means a layout or building approved by one of the planning authorities above, within BMRDA's region, rather than by the BDA inside its own limits. BMRDA's site lists layout approval and plot or site bifurcation among its services. The differences between BDA, BMRDA and BIAAPA approvals are set out in BDA vs BMRDA vs BIAAPA Approved Layouts: Which Authority Governs Your Plot?. To check a plot:

  • 1. Ask the seller for the layout approval order and the approved layout plan, with the authority's name, order number and date.
  • 2. Match the survey numbers and plot number on the order with your sale deed and the site.
  • 3. Confirm with the named planning authority that the order is genuine and that your plot is not a civic-amenity or park site.
  • 4. Check the land-use conversion order for the survey numbers.
  • 5. Check the project's registration on the Karnataka RERA website where applicable, and the khata or e-Swathu record for the plot.
  • 6. Keep 'proposed' infrastructure out of your price. Pay for what is built or sanctioned.
