Updated 19 October 2026. We opened the notices as reported by Deccan Herald, The Bengaluru Live, NammaWard (which read the Gazette orders) and PTI, and re-checked the dates, addresses and widths. Most pages that rank for this topic describe an earlier master plan objection round from years ago. This guide covers the current window, where to view the maps, how to file, what compensation looks like and the checks a buyer should run on a survey number before paying an advance.
What exactly was notified in September and October 2026?
There are two separate exercises, and it helps to keep them apart.
- Inside the GBA: three government orders dated 9 September 2026 gave provisional approval to road network maps for the GBA area (PR-328), the BDA area excluding the GBA (PR-329) and the Bengaluru–Mysuru corridor planning area (PR-330). They were published in Karnataka Gazette Part I, issue 178, on 15 September 2026 (NammaWard, 4 October 2026).
- The GBA notice of 12 October 2026 opens public suggestions and objections on the GBA maps, under section 13(1) of the Act, with 60 days to respond (The Bengaluru Live, 14 October 2026).
- Outside the GBA: on 29 September 2026, Bengaluru Development Minister Krishna Byre Gowda said a new road grid had been notified for Bengaluru Urban district areas outside the GBA, linking taluk and hobli headquarters, district roads, state highways, the Peripheral Ring Road and the Satellite Town Ring Road, as CDP roads in a grid pattern (ThePrint/PTI, 29 September 2026).
Is the GBA map final?
No. All three September orders are provisional. Each requires the authority to take public objections and then seek final government approval under section 13(3) before the network is used when granting development permissions (NammaWard, 4 October 2026). NammaWard also notes that the Gazette pages alone do not show that any particular property will be acquired or that a road will be built by a stated date.
That is why the objection window matters. It is the stage at which an owner can point out that an alignment cuts through a home, misses an existing road or ignores a site condition.
Where can I see the GBA road circulation maps?
- In person: the maps are open for inspection at the office of each city corporation's Additional Chief Town Planner (Town Planning) (Deccan Herald, 15 October 2026).
- Online: the notice points to updates.bbmp.gov.in/public, but Deccan Herald reported on 15 October 2026 that the GBA maps had not yet been uploaded there.
- BDA area: the Bengaluru Development Authority has uploaded its own proposed road network maps online (Deccan Herald, 15 October 2026).
- Outer road grid: details are to be published on the BMRDA website and shown on gram panchayat and Revenue Department notice boards, and officials were told to upload videos of existing and proposed alignments (ThePrint/PTI, 29 September 2026).
How to file an objection, step by step
- Identify which authority plans your land: GBA, BDA (outside GBA) or the outer district under BMRDA. NammaWard advises confirming this first.
- Find your survey number, khata number and a copy of the sale deed or RTC. Our guide to Bhoomi and Kaveri records helps: Bhoomi, Kaveri 2.0 and e-Khata: How to Check Karnataka Land Records Online Before You Buy (2026)
- Inspect the map at the corporation's town planning office and note the road's proposed width and position against your boundary.
- Write a short representation: your name, address, survey or property number, what the map shows, the specific change you want and why. Attach a sketch or photo if useful.
- Submit in person or by registered post to the Office of the Chief Town Planner, GBA Head Office, NR Square, Bengaluru 560002, or by email to gba.masterplan@gmail.com (The Bengaluru Live, 14 October 2026).
- Keep the acknowledgement or postal receipt. The notice gives 60 days from publication and does not state a fixed last date, so file early rather than count from a social media post (The Bengaluru Live, 14 October 2026).
Can I build on land in the outer road grid?
Not on the corridor itself. Roads that were as narrow as 10 m have been notified for widths of 30 m, 45 m and in some cases up to 90 m. The minister said full construction could take five to ten years, but land needed for the corridors must be left vacant for new layouts or houses, and building on it will be a violation of law (ThePrint/PTI, 29 September 2026). He asked citizens to check alignments before building or developing layouts.
For a plot owner, the practical effect is immediate even though the road is years away: the strip inside the corridor cannot be built on. For a buyer of a plotted layout, ask how much of the layout falls in a notified corridor and how it was handled in the approval. What compensation is offered if land is needed for a road?
Owners whose land is needed for CDP roads are offered transferable development rights (TDR), issued as development rights certificates (DRCs) that can be used or sold for extra floor area under the rules. Bengaluru currently offers development rights equal to twice the land value (Deccan Herald, 18 October 2026).
TDR is voluntary. An additional commissioner of the Bengaluru East City Corporation told Deccan Herald that some owners prefer cash, and the corporation cannot force owners to give up land, which has slowed acquisition. An urban planner quoted in the same report said the TDR offer is less attractive where land values are high, such as Varthur.
Why many earlier CDP roads never got built
CDP roads marked in the 2007 Revised Master Plan span roughly 1,000 km. A mobility expert quoted by Deccan Herald on 18 October 2026 said roughly 85% of promised CDP roads remain unbuilt, and that only 7–9% of Bengaluru's area is under transport infrastructure, against about 20% in a well-planned city.
Two local examples from that report show the gap between a map and a road:
- Panathur–Gunjur: a 5.5 km, 150 ft CDP road from the ORR at Kadubeesanahalli to the proposed Peripheral Ring Road at Varthur via Panathur and Gunjur remains unbuilt, though about 30,000 flats were approved within a 4 km radius of Balagere and Panathur.
- Mahadevapura: RMP 2015 identified about 27 roads totalling 110 km for widening and nine new roads in this constituency alone.
- Kogilu: an 18 m CDP road linking Kogilu Main Road to Sampigehalli via Gasti Kempanahalli is still on paper.
Does a proposed road increase property value?
We do not forecast prices. What the record shows is narrower: a road on a plan is a reservation, not a road. Approvals have often relied on proposed roads without a completion date (Deccan Herald, 18 October 2026). Treat a proposed road as a possible benefit that may take years, and a possible loss of land if it crosses your plot.
Buyer checklist before you pay an advance
- Ask the seller or developer for the survey number and check it against the current provisional map at the corporation's town planning office or the BDA's online map.
- Outside the GBA, check the BMRDA road grid details and the panchayat notice board.
- Measure the setback: if a corridor clips the plot, work out the buildable area that remains.
- For apartments, ask which road the approved plan relied on for access, and whether that road exists today.
- Keep a copy of the map extract you saw, with the date.
