Updated 21 October 2026. We re-checked the 16 October report and the original December 2024 notification coverage. The pages that rank for Thirumazhisai today still describe the township and loop road as a coming growth driver and do not mention this decision. This guide covers what was dropped, which villages were in the schemes, what a lapsed declaration means for a plot you own or want to buy, and how to check whether land falls in the two surviving drafts.
What exactly was dropped on 16 October 2026?
- Madambakkam: the whole scheme. CMDA had issued its declaration of intention in March 2024 for 600 acres across Madambakkam, Agaramthen and Kovilanchery villages. It was meant to be Tamil Nadu's first land pooling area development scheme (The New Indian Express, 16 October 2026).
- Thirumazhisai: five of seven schemes. The December 2024 proposal covered 1,605.75 acres in seven schemes (same report).
- Still alive: two Thirumazhisai schemes, now with the government as drafts for further approval (same report).
- Reasons: CMDA member-secretary AR Rahul Nadh confirmed the decision but did not explain the reasons; the report attributes it to opposition from residents and landowners (same report).
Which Thirumazhisai land pooling schemes are still alive?
This has not been reported. Neither the 16 October report nor any official page we could open names the two surviving schemes or their villages. Until CMDA publishes them, no one can tell you with certainty whether a particular survey number sits inside or outside.
For reference, the December 2024 proposal covered 13 revenue villages: Kuthambakkam, Palanjur, Kilmanambedu, Neduncheri, Vellavedu, Kavalcheri, Thirumazhisai, Parvatharajapuram, Kolappancheri, Varatharajapuram, Thukanampattu, Udayarkoil and Narasingapuram (DT Next, 8 December 2024). If your land is in one of these villages, ask CMDA in writing whether the survey number falls in a surviving draft.
What is land pooling in Tamil Nadu?
Under land pooling, irregular private and public lands without access or infrastructure are pooled, reconstituted and handed back as regular plots. At least 60% of the developed land returns to landowners; up to 40% is used by the planning authority for roads and amenities (The New Indian Express, 16 October 2026).
The Tamil Nadu Land Pooling Area Development Scheme Rules, 2024, framed under the Town and Country Planning Act, set the steps. After a declaration of intention, the planning authority must publish a preliminary scheme and invite objections before a final scheme; approved schemes go to the registration and revenue departments to update ownership records (The New Indian Express, 16 October 2026; DT Next, 8 December 2024). DT Next reported in 2024 that the rules give nine months from declaration to publish the preliminary scheme and two months for objections.
Is the Thirumazhisai loop road still happening?
Uncertain. The 30-metre loop road linking the Chennai Outer Ring Road with the Bengaluru Highway (NH-48) was to be built through the land pooling schemes (The New Indian Express, 16 October 2026). With five of seven schemes dropped, the road cannot follow the original plan in full. No revised alignment or alternative funding route has been announced as of 21 October 2026.
The 2024 plan proposed 9.84% of the land for roads, 40.80% residential, 19.07% commercial, 16.10% mixed use, 9.86% recreational and 4.24% waterbodies (DT Next, 8 December 2024). A 2024 projection that land values would rise ‘at least three times’ was tied to the scheme; it no longer applies to the dropped areas, and we make no price forecast either way.
What does a lapsed declaration mean for my plot?
- The land is no longer earmarked for pooling. Owners keep their plots as they are, without the 60:40 reconstitution.
- No scheme roads, drains or parks will come through these areas under land pooling. Access and services now depend on the existing layout and the local body.
- Title work returns to normal checks: patta, chitta, encumbrance certificate and layout approval. See Patta Chitta Online: Check, Transfer, Fees, TSLR, DTCP & CMDA (Chennai 2026).
- Unapproved layouts: the deadline to apply for regularisation of unapproved residential layouts in plain areas, formed and registered on or before 20 October 2016, has been extended to 30 June 2027, via tcponline.tn.gov.in (The New Indian Express, 30 July 2026).
- Be wary of any listing that still sells a plot on the strength of the loop road or land pooling. Ask the seller to show the current CMDA status in writing.
Is it safe to buy plots in Madambakkam or Thirumazhisai now?
The decision does not by itself make a plot unsafe or safe. It removes one planned upgrade. The usual checks decide safety: a clear title chain, an approved layout (DTCP or CMDA), road access on record and, for new layouts, RERA registration where applicable. Our plot-buyer guides cover the rules: TNRERA Layout Rules 2026: 7 Checks for Chennai Plot Buyers and Plots in Chennai Below 30 Lakhs (2026): Where DTCP Plots Fit.
Madambakkam, Agaramthen and Kovilanchery lie on the Tambaram side of the city; Thirumazhisai lies west, near Poonamallee. Flat buyers in completed or RERA-registered projects are affected only indirectly, through the roads that will or will not come.
TNHB and the Thirumazhisai satellite township
The Tamil Nadu Housing Board's township and CMDA's land pooling are separate. In 2024, CMDA's then member-secretary said TNHB held 120 acres for housing development at Thirumazhisai and that a new bus stand was coming up at Kuthambakkam (DT Next, 8 December 2024). The 16 October report concerns only the CMDA land pooling schemes; it does not report any change to TNHB's plans.
