Updated 21 October 2026. We re-opened the demolition reports and the Haryana government's own text of Section 7-A, as reproduced in a Vidhan Sabha reply. Generic articles on unapproved plots that rank for this search do not cover Gurugram's recent drives, the exact Section 7-A exemptions, or how to check a licence. This guide does all three.

What happened in Gurugram's demolition drives

  • 19 October 2026, Kartarpuri village · 61 structures razed in three unauthorised colonies, with Palam Vihar police present to keep order (Amar Ujala, 20 October 2026).
  • Late September 2026, Sultanpur and Alimuddinpur · DTCP cleared two illegal colonies across nearly 14 acres in Sultanpur, including 30 DPCs, about 600 running metres of boundary walls, about 400 m of interlocking roads and an under-construction farmhouse, and an unauthorised market near Birhera Mor. The area within 5 km of Sultanpur Lake is construction-restricted (PropNewsTime, 30 September 2026).
  • September 2026, Sushant Lok-1 and South City-1 · in a two-day drive, DTCP sealed around 27 buildings and more than 240 rooms used as hotels, PGs and other commercial establishments, with commercial use of stilt floors meant for parking described as the core violation (The Tribune, 10 September 2026).
  • 17 October 2026, older sectors · MCG has flagged 1,625 illegal PGs (276 in HSVP sectors, 492 in licensed colonies, 856 in MCG areas), and HSVP has sent notices to about 500 owners across Sectors 1 to 57 over commercial use of residential property (The Tribune, 17 October 2026).

What is a DPC, and why demolishing it matters

DPC stands for damp-proof course, the plinth-level layer laid before walls go up. In news reports of demolitions, a DPC means a plot where construction had started at foundation level (Amar Ujala). Forty-eight of the 61 structures razed at Kartarpuri were DPCs. For a buyer, it means money already spent on a plot and its foundation was lost before a house was built.

What makes a colony unauthorised in Haryana

Under the 1975 Act, a colony is developed lawfully when the Director, Town and Country Planning (DTCP) grants a licence under Section 3, with an approved layout plan. Plotting farmland without that licence, laying roads and selling plots is what enforcement teams call an unauthorised colony. The Haryana government describes the Act's objective as preventing ill-planned and haphazard urbanisation in and around towns (Haryana Vidhan Sabha reply, Q.64).

There is no single official 'approved colony list' that settles every plot. The reliable test is the licence: its number, its holder, its validity and the layout plan that shows your plot.

What is a Section 7-A NOC in Haryana?

Section 7-A of the 1975 Act says that, in an urban area notified for the purpose, no Registration Officer shall register a sale or lease of vacant land of less than one acre unless the seller produces a no-objection certificate from the DTCP or an officer authorised by him. The NOC is to be issued within 30 days of the application; if the application is not disposed of in writing within 30 days, the NOC is deemed granted. The application needs the title of the land, a draft of the deed and a copy of Aadhaar (Haryana Vidhan Sabha reply, Q.64, which reproduces the section).

  • No NOC is needed where the land is in a colony licensed under Section 3 and a copy of the layout plan is submitted with the registration.
  • No NOC is needed for family partition, inheritance, succession or partition of joint holdings not made for profit.
  • No NOC is needed for a transfer in furtherance of a scheme sanctioned under any law, or for certain consolidation of contiguous land.
  • 'Vacant land' includes land with construction that is uninhabited or unfit for habitation and built without following the law.
  • History: introduced on 24 May 1989 for vacant land under one hectare; amended on 3 April 2017 for agricultural land under two kanal; amended on 14 September 2020 to cover any vacant land under one acre (same source).

Can you register a plot in an unauthorised colony in Gurgaon?

The government's position is that Section 7-A does not ban registration; it is 'a tool to enable the Registering Authority to avoid the registration of transaction in properties located in unauthorized/illegal colonies' (Haryana Vidhan Sabha reply, Q.64). In practice, a small vacant plot in a notified area needs either the NOC or proof that it lies in a licensed colony. If a seller offers a route around both, treat that as the warning.

The text we cite is the version the government reproduced in March 2023. Ask the sub-registrar's office whether any later amendment or notification applies to your village before you pay.

How to check whether a colony or plot is approved: step by step

What happens to buyers when an illegal colony is demolished?

The reports we read do not mention any compensation or regularisation for buyers at Kartarpuri or Sultanpur. What they record is the loss itself: offices, foundations, walls and roads removed, and an official warning that demolitions will continue (Amar Ujala; PropNewsTime). If you have already bought in such a colony, take advice from a property lawyer on your agreement with the seller before you build further.

On loans, ask any lender in writing whether it will finance the plot or construction before you commit. A bank's own legal check is a useful second opinion, not a substitute for your own.

Buying a builder floor in a licensed sector: three more checks

Approval of the colony is not the end of it. On the night of 19 October 2026, a nearly complete five-storey building in Sushant Lok-1 C Block tilted about 2 to 2.5 inches after a foundation was dug on the vacant plot next door; more than 20 people from three neighbouring houses were evacuated and an FIR was filed against the plot owner, the contractor and the excavator operator (Amar Ujala, 20 October 2026).
