Updated 21 October 2026. We opened the Embassy's press release, its 2026 attestation fee PDF and its attestation checklist, the Indian Embassy in Riyadh's attestation page, and the Karnataka Stamp Act. This guide goes further than what currently ranks: it uses the new Al Hind system rather than the old providers, gives the fees line by line, and follows the POA all the way to stamping in India.
Is the Indian Consulate in Dubai still doing attestation?
No. Consular, passport, visa and attestation services in the UAE were outsourced to Al Hind Tours & Travels from 22 July 2026, at 16 centres (12 since 22 October 2026). The Embassy says the services are no longer available at its premises in Abu Dhabi or at the Consulate General in Dubai (Embassy of India, Abu Dhabi, 21 July 2026).
- Update, 22 October 2026: the Embassy closed four centres (Musaffah, Al Reem, Dubai Investment Park-I and Al Majaz), leaving 12 (Embassy of India, 21 October 2026). Current list:
- Abu Dhabi emirate (4): Al Danah, Al Ain, Madinat Zayed (Al Dhafra), Ghayathi.
- Dubai (1): Bur Dubai.
- Sharjah (3): Indian Association Sharjah, Kalba, Khor Fakkan.
- Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah: one each.
- Booking: consularsevainuae.com. New slots open at 9 AM and 9 PM daily. Centres open 8 AM to 6 PM, and entry is allowed only 15 minutes before your slot (Embassy of India, Abu Dhabi).
How much does POA attestation cost in the UAE?
The Embassy's 2026 attestation fee structure lists these lines (Embassy of India, Abu Dhabi, Attestation Fee Structure 2026):
- Item 1A · attestation of documents on the sale, purchase, power of attorney, mortgage, transfer or gift of real estate or movable property · AED 80.
- Item 1B · where a Consular Officer draws up or assists in drawing up such a document · AED 155.
- Item 2A · civil documents, including a power of attorney not about property · AED 40 (AED 80 under item 2B if the officer drafts it).
- Al Hind service charge · AED 19 including VAT, on top of the Government of India fee (Embassy press release, 21 July 2026).
- So a property POA you bring ready-drafted costs AED 99 in all at the centre: AED 80 plus AED 19 (our sum). Fees are per attestation.
Specific or general: which POA do you need?
Draft the POA in India, with a lawyer who knows the state where the home is, and give the full property schedule. A specific POA for one job is easier for banks and sub-registrars to accept. List exactly what your attorney may do: sign the sale or purchase deed, appear before the sub-registrar, deal with the bank for loan disbursal or closure, and handle khata, tax and utility transfers.
If a bank is involved, ask for its format first. HDFC Bank, for example, lets a POA holder complete loan formalities for a borrower abroad using the bank's own format (HDFC Bank, 21 October 2026).
Signing at an Al Hind centre: step by step
- 1. Bring the original POA and a duplicate copy, unsigned. You sign in front of the Consular Officer (Embassy of India, Abu Dhabi, attestation services).
- 2. Fix a recent passport photograph of yourself (and of the attorney, if present) on the top of the front page.
- 3. Bring your original passport and copies of the first five pages and the page with your UAE residence visa.
- 4. Appear in person. The Embassy says the executant's personal presence with the original passport is compulsory.
- 5. Pay the fee (AED 80 or AED 155) and the AED 19 service charge.
- 6. Courier the attested original to your attorney in India.
Does a POA from Dubai need stamping in India, and within how many days?
Yes. The Registration Act, 1908 (section 33) recognises a POA executed by someone living outside India when it is executed before and authenticated by an Indian Consul or Vice-Consul. Stamping is a separate step, done under the law of the state where the home is.
Karnataka: an instrument executed only outside India may be stamped within three months after it is first received in Karnataka; if a private person cannot stamp it, it may be taken within those three months to the Deputy Commissioner, who stamps it (Karnataka Stamp Act, 1957, section 18). The duty depends on what the POA allows and to whom it is given. Check the current amount on the Kaveri portal; our page Bangalore stamp duty calculator covers Bengaluru charges.
Tamil Nadu: duty and registration fee for a POA to sell differ for family members and for others. Check TNREGINET's Duty and Fees page before you send the POA, and see Chennai stamp duty calculator.
Haryana (Gurugram): a POA is not a compulsorily registrable document and cannot be regarded as a title deed (Jamabandi Haryana FAQ). Your attorney then signs and registers the sale deed for you. See Gurgaon stamp duty calculator.

Does the POA need MOFA attestation in the UAE?
Not when it is signed before the Indian Consular Officer. Section 33 of the Registration Act looks for execution before an Indian Consul or Vice-Consul, which is what the Al Hind route gives you. A POA notarised locally in the UAE instead is a different route with its own attestation steps; confirm with the sub-registrar's office in India before you use it.
How do I make a POA in Saudi Arabia or another Gulf country?
In Riyadh, the Embassy of India charges SR 74 for a POA on property matters and SR 37 for other POAs, plus an ICWF fee of SAR 8 and a VFS Global service fee of SAR 15. Submit at the VFS office in Umm Al Hammam between 9:30 AM and 12:30 PM on working days; documents are generally returned the same day. Bring passport copies, your Iqama copy, two photographs (35 × 45 mm), and the original POA with one copy, signed in front of a Consular Officer (Embassy of India, Riyadh, attestation page).
For Qatar, Kuwait, Oman and Bahrain, the steps and fees are on each country desk: Qatar, Kuwait, Oman, Bahrain, and the Saudi desk at Saudi Arabia. The Gulf hub is Gulf.
