The guideline value that applies to a Chennai property in October 2026 is still the one that took effect on 1 July 2024. TNREGINET's own guideline screen says values across Tamil Nadu were revised from that date, and no newer set has been notified. You can look up your exact figure free on tnreginet.gov.in by street or by survey number, and that figure, if it is higher than your deal price, is what your 7% stamp duty and 2% registration fee are charged on.

Updated 13 October 2026. We opened the TNREGINET guideline and duty-and-fee screens directly, read three of the top-ranking guides, and corrected two errors that recur across them: an 11% total cost and a “January 2026 revision”, neither of which matches the official portal.

What is the guideline value in Chennai right now?

Guideline value is the minimum value per sq ft or per sq m that the Registration Department assigns to each street or survey number. It is the floor below which a sale cannot be valued for stamp duty.

TNREGINET lists the periods it holds values for, which shows how the current set came about:

  • From 1-7-2024: the values in force today, also viewable on a TNGIS map layer.
  • 1-4-2023 to 30-6-2024: the set restored after the 2023-24 state budget said guideline values would revert to rates prevailing until June 2017.
  • 9-6-2017 to 31-3-2023, 1-4-2012 to 8-6-2017, and older periods back to 1-4-2002: older values, still searchable, which matter when you check an old sale deed or a parent document.

How do I check guideline value online on TNREGINET, step by step?

The search takes about five minutes if you have the sale deed or patta in front of you, because you need the registration village and either the street name or the survey number.

  • Open tnreginet.gov.in and choose Guideline Value (வழிகாட்டி மதிப்பு) from the home page.
  • Select the period “from 1-7-2024” for current values. Pick an older period only if you are checking a past transaction.
  • Choose the search type: Street (தெரு) for built-up areas with named streets, or Survey Number (புல எண்) for land that is valued parcel by parcel.
  • Select the Zone (Chennai and Chengalpattu are separate zones, which matters for southern suburbs), then the Sub-Registrar Office, then the Registration Village.
  • Pick the street name or enter the survey number, and read the value per sq ft and per sq m. The portal also offers a list of all streets in the village.
  • Save or screenshot the result with the date. There is no official PDF of Chennai's full list; the portal itself is the record, which is why “guideline value chennai pdf” files circulating online should not be relied on.

Should I search by street or by survey number?

Use the street search for flats and plots in established Chennai localities, where the Registration Department values each street. Use the survey number search for fringe land, agricultural land and new layouts that are not yet on a named street.

If a street search gives a value that looks far off, check the survey number too. Sub-registrar office boundaries do not always follow the locality name a seller uses, and a wrong SRO selection is the most common reason buyers read the wrong value. Our street-level summary for the main corridors is at Chennai guideline values.

How does guideline value decide my stamp duty and registration fee?

TNREGINET's duty-and-fee table lists a sale (கிரையம்) at 7% stamp duty and 2% registration fee, both on the market value. The registration fee was cut from 4% to 2% in the 2023-24 budget, so guides still quoting 4% or an 11% total are out of date. For a sale, duty is charged on the higher of the consideration in the deed and the guideline value.

A worked example, using illustrative figures:

  • Agreed price ₹70 lakh, guideline value of the plot ₹78 lakh.
  • Stamp duty at 7% of ₹78 lakh: ₹5.46 lakh. Registration fee at 2%: ₹1.56 lakh. Total ₹7.02 lakh.
  • Had the guideline value been below ₹70 lakh, the same 9% would have been charged on ₹70 lakh: ₹6.30 lakh.
  • For a flat, the value is built up from your undivided share of land at the guideline rate plus the building's value, which TNREGINET's building value calculator helps estimate. What if the guideline value is higher than the price I agreed?

You cannot register the sale below the guideline value to save duty. If the deed states a lower figure, the sub-registrar can refer it under Section 47-A of the Indian Stamp Act as it applies in Tamil Nadu, and you may be asked for the differential duty with a penalty.

What you can do:

  • Budget the duty on the guideline value from the start, and treat the gap as a real cost when you negotiate.
  • Ask the seller to share the extra duty if the guideline value is well above market for that street; it is a negotiation point, not a legal entitlement.
  • Confirm you selected the correct zone, SRO, village and street. Many apparent gaps disappear once the right street is chosen.
  • If you genuinely believe a street is over-valued, raise it with the district registrar or through the valuation review process; do not under-declare in the deed.

Why is the guideline value different from the market price?

The guideline value is an administrative floor fixed street by street, revised only when the government notifies a new set; the market price is whatever a buyer and seller agree on today. The two drift apart over time. On fast-growing fringe streets, asking prices usually run well ahead of a value fixed in 2024, so duty is charged on your higher deal price. On some older or poorly classified streets the reverse happens, and the guideline value can sit above what buyers will actually pay.

That second case is the one that costs you money, and it is exactly the kind of anomaly the reported 2026 review is said to target. It also matters to the seller, because the stamp duty value can enter the seller's capital gains calculation, so take tax advice if the gap is large.

Does the guideline value affect my home loan?

Indirectly. Banks lend on their own valuation and the agreement value, not on the guideline value, so a high guideline value does not raise your loan. It does raise your upfront cash, because stamp duty and registration normally have to be paid from your own funds.

When RBI revised the loan-to-value limits in October 2015, the caps were 90% for loans up to ₹30 lakh, 80% for ₹30 lakh to ₹75 lakh and 75% above that, and stamp duty and registration charges were excluded from the property value except for homes up to ₹10 lakh. Run the numbers on /calculators before you commit.

Is a new guideline value revision coming in 2026?

Property portals reported in July and August 2026 that a State Valuation Committee review had begun, with district sub-committees asked to fix anomalies such as similar streets carrying very different values, and that survey-number-wise values were being extended. We could not find a government notification of revised values, and the TNREGINET screen still shows the 1 July 2024 set as current on 13 October 2026.

Treat any “new rate” figures you see as unconfirmed until they appear on TNREGINET. Check the figure again shortly before you execute and register the deed, because a revision applies from its notified date. A quick guideline value checklist before you pay an advance

Do these before signing the agreement, not on registration day.

  • Get the survey number, village and SRO from the parent deed and patta.
  • Look up the current value on TNREGINET by street and, for land, by survey number.
  • Work out 9% of the higher of the guideline value and your price, and add it to your own-funds budget.
  • For an older property, check the guideline value at the time of the seller's purchase; it helps you read the parent deed's stated price.
  • Recheck the value just before registration.
