Under Haryana's Affordable Housing Policy, private developers build compact flats in Gurugram and sell them at a rate fixed by the state, to buyers picked by a computerised draw. In March 2026 the state raised that rate to about ₹5,575 per sq ft of carpet area for Gurugram and ₹5,450 for Sohna and Faridabad, so a 600 sq ft flat now costs about ₹33.5 lakh before balcony charges, stamp duty and registration.

Updated 13 October 2026. We read the 2013 policy notification, the March 2026 rate revision as reported by Outlook Money, the PMAY-U 2.0 subsidy terms and the top-ranking guides for this search. We have not listed individual projects or draw results, because we could not open the official draw records for them.

What is the affordable housing rate in Gurgaon in 2026?

Outlook Money reported on 30 March 2026 that Haryana had revised allotment rates under the Affordable Housing Policy, 2013 by up to 12%. Gurugram moved from about ₹5,000 to about ₹5,575 per sq ft. The rate is per sq ft of carpet area, the usable floor inside the walls. It is not super area.

  • Gurugram: ₹5,575 per sq ft carpet
  • Faridabad and Sohna: ₹5,450 per sq ft carpet
  • High and medium potential towns: ₹5,050 per sq ft carpet
  • Low potential towns: ₹4,250 per sq ft carpet

The new rate applies to projects where allotment is not yet complete. Applicants in those projects can pay the difference and continue, or withdraw and get their money back in full with no deductions, according to Outlook Money.

Many older guides still quote ₹4,000 to ₹4,500 per sq ft. Those figures come from earlier rate cycles: the 2013 notification capped Gurugram at ₹4,000, and a 2023 revision took it to ₹5,000. Check the date on any rate you are shown.

What does an affordable flat really cost?

Here is the full cost for a 600 sq ft carpet flat in Gurugram at the 2026 rate. This is our arithmetic. Your project's public notice will give the exact carpet area and charges.

  • Flat cost: 600 × ₹5,575 = ₹33.45 lakh
  • Balcony: charged on top. Aggregator guides put it at ₹1,300 per sq ft, capped at 100 sq ft, so up to ₹1.3 lakh. We could not open the notification, so check the project notice.
  • Stamp duty on ₹33.45 lakh: about ₹2.34 lakh for a man (7%), ₹1.67 lakh for a woman (5%) and ₹2.01 lakh for joint owners (6%), at Haryana's urban rates
  • Registration fee: ₹20,000, the Haryana slab for values from ₹25 lakh to ₹40 lakh
  • GST: applies on under-construction homes. The affordable-segment rate and its value cap are explained at What CREDAI's National Leaders Say About GST, the ₹45-Lakh Cap and Delivery Delays in 2026

Plan for about ₹36–38 lakh in total for a typical 2 BHK once balcony, stamp duty, registration, GST and society deposits are added. The rate covers only the flat. It does not include these other charges.

Who is eligible for affordable housing in Gurgaon?

Anyone can apply. The 2013 policy does not set an income limit, which many guides get wrong by copying EWS, LIG and MIG income bands from central schemes. What the policy does set is a preference order.

  • First preference: applicants who, with their spouse and dependent children, own no flat or plot in any HUDA/HSVP sector or licensed colony in Haryana's urban areas, Chandigarh or Delhi
  • One application per person per project, backed by a notarised affidavit. A false declaration can lead to cancellation.
  • Flat sizes under the original notification: 28 to 60 sq m of carpet area, which is roughly 300 to 645 sq ft
  • You apply online with PAN, Aadhaar, bank details, a photograph and the affidavit, and pay the booking amount with your application

Income limits do matter for one thing: the central interest subsidy. Under PMAY-U 2.0's Interest Subsidy Scheme, families earning up to ₹9 lakh a year who own no pucca house anywhere in India can get 4% interest subsidy on the first ₹8 lakh of a loan. The subsidy is capped at ₹1.8 lakh, and it applies only where the loan is up to ₹25 lakh and the house costs no more than ₹35 lakh. A 600 sq ft Gurugram flat at the new rate sits just under that ceiling, so check the agreement value before you count on the subsidy.

How does the affordable housing draw work?

The developer cannot choose its buyers. Once the application window closes, applications are checked and a computerised draw is run on the Town and Country Planning department's e-draw portal (edraw.tcpharyana.gov.in). The draw produces an allottee list and a waiting list. Waiting-list applicants move up when allottees surrender or are cancelled.

The 2013 policy required draws to be held before a committee of the Deputy Commissioner, town planning officials and a representative of the developer. Results are published by application number. Unsuccessful applicants get their booking amount back, on the timeline set in each project's public notice.

Draws are sometimes cancelled and re-run when there are technical or verification problems. Keep your application number, payment receipt and affidavit until you have either an allotment letter or a refund.

What is the payment plan?

The 2013 notification fixes the instalments, so developers cannot change them. On a ₹33.45 lakh flat it works out as follows (our arithmetic):

  • 5% with the application: about ₹1.67 lakh
  • 20% on allotment: about ₹6.69 lakh
  • 75% in six equal six-monthly instalments over three years: about ₹4.18 lakh each
  • Late payment: the policy set interest at 15% a year on defaults

Because payments are spread over three years and tied to the policy schedule, most banks will lend on these projects once the flat is allotted. Ask the developer which banks have approved the project.

Can I sell an affordable housing flat?

Not straight away. The policy bars sale or transfer for one year after you take possession. A breach attracts a penalty of 200% of the selling price. Selling through an irrevocable general power of attorney is also treated as a sale.

After the lock-in, resale flats trade freely at market prices. If you are buying a resale affordable flat, check that the seller's lock-in has ended and that the original allotment was through the draw.

The original notification gave no car parking to apartment owners, only a two-wheeler bay. Later amendments have changed several clauses, so read the current terms in the project's public notice.

How do I find upcoming affordable housing projects in Gurgaon?

Use the e-draw portal's district filter (Gurgaon) and status filter (live). Then confirm the project on Haryana RERA before you pay anything. Our step-by-step check for a licence and RERA number is at How to Verify a DTCP Licence and HRERA Registration in Gurgaon, Step by Step.

Most current supply is in Sohna and the newer sectors along Dwarka Expressway and Southern Peripheral Road. For Sohna, see Sohna: The Affordable Frontier South of Gurgaon.

Be wary of anyone offering a “guaranteed” flat for a fee. Allotment is by draw only. The only legitimate payments are the booking amount at application and the scheduled instalments after allotment.

Our view: is affordable housing in Gurgaon worth it?

For a first-time buyer who can wait for a draw, yes. The rate is fixed by the state, the payment plan is fixed by policy, and the price is well below market rates for new flats nearby. The trade-offs are small flats, little choice of unit, no certainty of allotment, and a one-year lock-in.

Before you apply, work out your full cost including stamp duty and GST, check that the project is RERA-registered, and keep your paperwork. Once you are allotted a flat, the registration process and charges are covered at Property Registration Gurgaon 2026: PAN Check, Process, Charges. What happens at handover is covered at Conveyance Deed Haryana: Charges, Stamp Duty, Builder Delay.
