Tamil Nadu's paperless registration of four family deeds, settlement, release, partition and revocation of settlement, will start on 2 November 2026, not 15 October as first announced. A Government Order issued on 7 October directs the Inspector General of Registration to implement it from 2 November, subject to the software being ready, according to DT Next. Families will draft the deed and upload documents online, but every party must still visit the Sub-Registrar Office for identification and Aadhaar authentication.

Updated 14 October 2026. We read DT Next's reports of 7 September, 23 September and 8 October 2026, Verified Real Estate, Trade Brains and The News Minute on the wider reforms, and the current registration-fee guides. Every competing page we found still gives 15 October as the start date.

What changed this week?

On 7 September 2026 DT Next reported the Registration department's reform package: from 15 October, settlement, release, partition and revocation of settlement deeds would move compulsorily to paperless registration. About 5.4 lakh such family arrangement deeds are registered in Tamil Nadu each year. Registration Minister T. Lokesh Tamilselvan announced the change in the Assembly, according to Superprep's current-affairs summary.

The formal order came a month later and moved the date. DT Next reported on 8 October that the Commercial Taxes and Registration Department had issued an order on Wednesday (7 October) granting administrative sanction under Project STAR 3.0, subject to software readiness, and directing implementation from 2 November.

  • Announced start: 15 October 2026 (DT Next, 7 September 2026).
  • Start in the Government Order: 2 November 2026, subject to software arrangements (DT Next, 8 October 2026).
  • Deeds covered: settlement, release, partition and revocation of settlement, relating to family arrangements.
  • Volume: about 5.4 lakh family arrangement deeds a year.

Paperless is not presence-less: what you still have to do in person

This is the point most coverage blurs. Tamil Nadu now runs two kinds of digital registration, and family deeds are getting only one of them.

  • Paperless (family deeds from 2 November): the deed is created online and supporting documents uploaded through the registration portal, then processed electronically. The parties still go to the Sub-Registrar Office for identification and Aadhaar authentication (DT Next, 8 October 2026).
  • Presence-less, or 'Anywhere Registration' (first sales and loan mortgages): no office visit when eligibility and authentication are met. Phase I covered first sales of plots by promoters and flats by builders from 17 August 2026; title-deed deposit and receipt documents for bank and NBFC loans followed from 15 September (DT Next).
  • Verified Real Estate summarises the difference the same way: paperless removes physical paperwork but may still need a visit for biometrics; presence-less removes the visit itself.

Which deeds are covered, and who uses them?

  • Settlement deed: a family member transfers property to another, typically parent to child, during their lifetime. Our comparison of gift, will and sale routes: Gift, Will or Sale: The Cleanest Way to Pass On Property
  • Release deed: a co-owner or heir gives up their share in favour of others, common after inheritance.
  • Partition deed: co-owners divide a jointly held property into separate shares.
  • Revocation of settlement: cancelling an earlier settlement deed where the law and the deed allow it.
  • The order, as reported, names only these four family deeds. Check TNREGINET for the process that applies to any other document.

What it costs: stamp duty and registration fee on family deeds

The order changes the process, not the charges. Family deeds in Tamil Nadu carry concessional rates. Godrej Capital's guide (June 2026) lists 1% of market value as stamp duty, capped at ₹25,000, and 1% as registration fee, capped at ₹4,000, for family settlement and release deeds, with the same caps applied per share for family partitions. Some other 2026 guides quote higher caps, so confirm the figure in the fee calculator on TNREGINET before you pay. How the new process is expected to work

The detailed screens for family deeds have not been published yet. Based on the order and on how the earlier phases work, prepare for these steps:

  • Create the deed online on the registration portal and upload supporting documents, rather than presenting a stamped paper deed for scanning (DT Next, 8 October 2026).
  • Aadhaar for every party and witness. For Anywhere Registration, The News Minute reported in June that Aadhaar details of all parties and witnesses and fingerprint or iris authentication are required.
  • A visit to the Sub-Registrar Office for identification and Aadhaar authentication, which the order keeps for family deeds.
  • Electronic delivery. Registered documents under the digital system carry the Sub-Registrar's digital signature; The News Minute reported they are sent to applicants by WhatsApp.
  • Inheritance checks. DT Next reported in September that API links will verify death and legal-heir certificates in real time to curb fraudulent registrations, which matters most for release and partition deeds after a death in the family.

What families and buyers should do now

  • If you planned to register a settlement or partition deed in the second half of October, you are not forced onto the new system on 15 October. The order points to 2 November, subject to software readiness.
  • If you register after 2 November, have Aadhaar details ready for every party and witness, and digital copies of the parent deed, patta and encumbrance certificate, before booking a slot.
  • If you are buying a flat or plot whose title passed through a family settlement or partition, read that deed and the encumbrance certificate on TNREGINET. A digitally registered deed with a clear digital trail is easier to verify; an older paper deed needs the usual certified copy.
  • If the seller holds property under a power of attorney, note that DT Next reported in September that such documents cannot be used for presence-less registration.

The wider reform, in brief

  • 25 Model Registration Hubs, the first in North, Central and South Chennai, Chengalpattu and Coimbatore North (DT Next, 7 September 2026).
  • IIT-Madras as technical consultant for the STAR registration software, which handles about 35 lakh documents a year (DT Next).
  • Compulsory Saturday duty discontinued at 100 Sub-Registrar Offices (DT Next).
  • A free certificate of title obtained online is now enough for presence-less registration of sale deeds, mortgages and other specified documents, per an order of Inspector General Arun Sundar Dayalan (DT Next, 23 September 2026).
  • For first sales, Trade Brains reported that applications are processed within 24 hours, with a 30-day correction window.
