Updated 21 October 2026. We re-checked the October tender report and the September Assembly announcements. The page that ranks today covers the September reforms but not the October tender: the three Chennai locations, the four fee tiers, what the private operator can and cannot do, or whether a flat buyer needs a hub at all. This guide answers those.

What is a model registration hub in Tamil Nadu?

It is a registration centre with better facilities, run with a private service provider. Commercial Taxes and Registration Minister D Logesh Tamilselvan announced 25 such hubs in the Assembly, with the first phase in north, central and south Chennai, Chengalpattu and Coimbatore (North), operated by service providers selected through tender (The New Indian Express, 8 September 2026).

The proposal lists appointment-based queues, digital tokens, SMS and WhatsApp alerts, Wi-Fi, drinking water, refreshments, air-conditioned waiting areas and trained service executives. The department has said the hubs could sit in malls or other premium premises (Urban Acres, 17 October 2026).

Where are the new registration hubs in Chennai?

  • Ambattur · north Chennai.
  • T Nagar · central Chennai.
  • Thiruvanmiyur · south Chennai.
  • One centre in Chengalpattu district (exact site not reported).
  • One centre in Coimbatore.
  • Source for all five: Urban Acres, 17 October 2026. The exact buildings have not been announced. After the pilot, the department proposes 20 more hubs, for 25 across the state (same report).

How much does premium property registration cost?

The proposed facilitation charges, including GST on the operator's share, are below. They are proposals in the tender, not notified final rates, and they are paid in addition to stamp duty and registration fees (Urban Acres, 17 October 2026).

  • Standard · ₹2,090
  • Tatkal standard · ₹5,225
  • Premium · ₹7,441
  • Tatkal premium · ₹10,630

Who registers the document: the operator or the sub-registrar?

The sub-registrar. The department has clarified that the statutory power to scrutinise, approve and register documents stays with government-appointed sub-registrars. The private operator manages infrastructure, technology, facility operations and citizen assistance, and has no authority over registration decisions (Urban Acres, 17 October 2026, citing a department official quoted by The Times of India).

In practice this means the hub changes how you wait, not what you must prove. Title, stamp duty, guideline value and identity checks are the same as at any sub-registrar office.

Can I still register at the sub-registrar office?

Yes. The department has said citizens will continue to have access to existing sub-registrar offices (Urban Acres, 17 October 2026). The September announcement also said high-volume offices, including Kundrathur, would get extra staff, computers and high-speed scanners, with registered documents scanned and returned immediately (The New Indian Express, 8 September 2026).

Are sub-registrar offices open on Saturday in Tamil Nadu?

Not at the 100 offices where it used to be compulsory. With presenceless registration expanding, compulsory Saturday duty at 100 sub-registrar offices has been discontinued, and these offices now work on weekdays (DT Next, 7 September 2026). Check your own office's timings on tnreginet before you book a slot.

Other registration changes buyers should know in 2026

  • Home-loan mortgage deeds with banks and NBFCs moved to presence-less registration from 15 September 2026 (The New Indian Express, 8 September 2026).
  • Settlement, release, partition and revocation deeds are paperless-only from 15 October 2026 (same report). Our explainer: Paperless Registration Tamil Nadu: Family Deeds From 2 Nov.
  • Death and legal-heir certificates produced for registration are to be verified in real time with the issuing departments; HR&CE and the Wakf board can update lands barred from registration in the STAR system directly (same report).
  • Sub-registrar office boundaries are being rationalised so each revenue village falls within one registration jurisdiction (DT Next, 7 September 2026).
  • IIT Madras is technical consultant for a ₹1.66 crore upgrade of the STAR software, which handles about 35 lakh documents a year (The New Indian Express, 8 September 2026; DT Next, 7 September 2026).

Does a flat buyer need a premium hub?

Usually not. The fee buys comfort and speed of service, not a different legal outcome. It may suit a buyer who cannot afford a long wait: an NRI on a short visit, an elderly seller, or a family coordinating several signatories on one day. For a routine sale deed, a booked slot at your sub-registrar office does the same legal job.

Before either, do the groundwork: check the guideline value and encumbrance certificate on tnreginet (Guideline Value Chennai 2026: Check Your Plot's Value Online) and follow our step list (Legal Steps to Buy a Flat in Chennai: The 2026 Checklist).
