Updated 23 October 2026. We re-read the licence reports, the company's statement and the state's response. This guide explains, for home buyers and owners in Gurugram, what the licence does and does not change, the timeline, and what to ask a developer or resident welfare association now.

What did HERC decide on 19 October 2026?

  • Licensee: Eleven Power Private Limited, incorporated in 2025 and part of the Eleven group, formerly SAS Group (PropNewsTime, 22 October 2026).
  • Term and law: a 25-year licence under Section 14 of the Electricity Act, 2003, which allows more than one distribution licensee in the same area (Saur Energy, 19 October 2026; PropNewsTime).
  • Area: Gurugram and Nuh revenue districts, rolled out across five divisions: Gurugram Sub-urban, Gurugram City, Manesar, Sohna and Nuh (Saur Energy).
  • Consumers in the licensed area: more than 8.3 lakh across residential, agricultural, commercial and industrial categories (Saur Energy).
  • Investment: ₹4,717 crore over five years, from 2026-27 to 2030-31 (Saur Energy; Goodreturns). That is roughly ₹56,800 per existing consumer, our division and also PropNewsTime's.

When can a Gurugram home switch to Eleven Power?

Not yet. Supply to consumers is planned from the 2027-28 financial year, and switching becomes possible only once Eleven Power's network reaches a given area (Saur Energy, 19 October 2026). Within 60 days of the order, the company must file a detailed plan for the first phase and a protocol for consumers who want to switch (Saur Energy; PropNewsTime, 22 October 2026). PropNewsTime reports that Nuh is in the first rollout phase.

Until that protocol is public, nobody can say which sectors come first, what a switch costs or how long it takes. Treat any claim that a project 'already has Eleven Power supply' as unverified.

Will electricity tariffs change?

Tariffs stay regulated by HERC for both licensees (Saur Energy; PropNewsTime). The company says it will serve all consumer categories without discrimination and proposes sourcing about 80% of its power from renewables, with 20% thermal for base load (Saur Energy). Whether that produces a lower bill for a household is not known; no tariff for Eleven Power has been published.

Is the licence final? The state's appeal

Not settled. Energy Minister Anil Vij said in a post on X that Haryana will appeal to the Appellate Tribunal for Electricity (APTEL), adding that the application went directly to HERC rather than through the Energy Department and that the state had opposed it on every point (Goodreturns, 19 October 2026). An appeal can delay or change the rollout. We will update this guide when APTEL lists the matter.

What the licence promises on the network

  • N-1 redundancy, a SCADA-enabled high-tension network, a distribution management system and ring-main configuration (Saur Energy).
  • Underground cabling in Gurugram; a mix of underground and overhead lines in Nuh (Saur Energy).
  • Smart meters, digital billing and customer service centres (Saur Energy; PropNewsTime).
  • Demand projection: annual sales in the area rising from about 12,220 million units in 2024-25 to 18,224 million units by 2030-31 (Saur Energy).

What it means if you are buying a home in Gurugram

For now, nothing in a purchase decision should rest on the second licence. Power reliability in Gurugram still depends on the existing DHBVN connection, the sanctioned load of the society and its backup arrangement. The practical checks are the same as before:

  • New or under-construction project: ask the developer for the sanctioned electrical load for the project and per apartment, and whether the society will take a single-point bulk connection or individual meters.
  • Resale flat: ask for the last 12 months of electricity and backup bills, and whether the society uses a single-point connection with sub-metering.
  • Backup: ask what powers lifts, pumps and common areas during an outage, and how many hours of backup each flat gets.
  • Later, when the switching protocol is published: check whether a society on a single-point connection can switch as a whole, and who decides.
