Buyers searching for villas in New Gurgaon are usually looking for one of three things: a standalone or duplex villa in a gated township, a plot on which to build, or an independent floor that gives villa-like privacy at a lower price. Each sits under different rules and carries different risks in 2026. This guide covers New Gurgaon broadly, meaning the sectors west of NH-48 towards the Dwarka Expressway, from about Sector 76 to Sector 115.
Independent floors: what they cost
RealtyHunting, which tracks builder-floor listings, puts New Gurgaon floors at about ₹11,000-12,000 per sq ft on built-up area across the licensed townships (updated 1 October 2026). It lists Sector 89 at a blended ₹11,050, with low-rise stock between about ₹9,000 and ₹14,000; Sectors 91-93 and Sectors 78-84 at about ₹11,000-12,000; and Sector 95A at about ₹8,550, up from about ₹6,500 in late 2025. By configuration, it indicates about ₹65 lakh to ₹1 crore for a two-bedroom floor and ₹90 lakh to ₹1.4 crore for a three-bedroom of about 1,530 sq ft. These are indicative asking prices.
Named developments include DLF Garden City across Sectors 91-93, Signature Global's township of about 145 acres in Sectors 92-93, and DDJAY floor projects in Sector 89, per the same source.
Floor pricing also depends on position within the plot. Ground floors with garden access and top floors with terrace rights usually command premiums over middle floors, and the size and frontage of the plot affect light, parking and privacy for every floor on it. When comparing listings, note the plot size, the road width in front and which rights, such as terrace or basement, are conveyed with each floor.
The 2026 rule change every floor buyer must know
On 2 April 2026, the Punjab and Haryana High Court stayed Haryana's July 2024 stilt-plus-four policy, and on 22 July 2026 the Town and Country Planning Department suspended all new stilt-plus-four approvals until further orders, disabling new applications online (The Tribune). The court has said the whole policy is subject to the outcome of the pending PIL.
Practically, a fourth floor in a plotted colony is now a legal question, not just a price question. Buy floors only where every level has a sanctioned plan and an occupation certificate issued under rules not in dispute, and where stilt parking remains open: Gurugram authorities had issued about 2,000 notices for covered stilts by May 2026 (The Tribune).
Villas: a small number of gated townships
True villas are scarce in New Gurgaon and concentrated in a few large townships. Sobha International City, spread across parts of Sectors 106, 108 and 109 over about 150 acres, is the most established; Sobha began delivering villas there in 2016 (EPC World). 360 Realtors lists 492 villas of about 3,074-7,330 sq ft, ground plus two floors with basement, in a price range of about ₹3.74-9.41 crore, based on a listing last updated in January 2022, so treat the price range as dated and ask for current resale quotes.
BPTP Amstoria in Sector 102 is a township of more than 140 acres with plots, floors and apartments. BPTP's own blog (October 2025) lists plots of about 275-500 sq yards from about ₹6.4 crore, and 'Country Floors' of three and four bedrooms on plots of about 300-500 sq yards.
Because villa supply is so thin, comparable sales are scarce and asking prices vary widely between otherwise similar homes. A useful approach is to value a villa in two parts: the land, using the plot size and recent plot prices in the same township, and the structure, using its age, condition and specification. If the asking price is far above what those two parts justify, ask what else the seller believes you are paying for.
Plots: the most flexible option, with the most homework
A plot in a licensed colony lets you build to your own specification, within the permitted envelope, and holds land value directly. The trade-off is time, construction risk and, in 2026, uncertainty about how many floors you will be permitted. Square Yards reported in April 2026 that residential circle rates in Sectors 78 and 81 rose about 60% (via NBM&CW), which lifts the stamp duty base for plot purchases there.

If you do buy a plot to build on, plan for the time and cost of design, approvals and construction, and for the possibility that permissions change during that period. Engage an architect familiar with Haryana's building bye-laws and the specific township's zoning before you buy, so that you know what you can actually build on the plot you are paying for.
Villa, plot or floor: how to decide
- Choose a villa in a gated township if you want privacy, land and a managed community, and can pay for it. Liquidity is thinner than for apartments.
- Choose a plot if you want control and a long horizon, and are comfortable managing a build and the current regulatory uncertainty.
- Choose a floor if you want villa-like space at an apartment-like price, but only with full sanctions and OCs for your level.
- In all three, compare the price per sq ft of usable area, not the headline ticket.
How New Gurgaon has performed
MagicBricks' Q2 2025 PropIndex put the Gurugram average at about ₹16,186 per sq ft, up 67% in two years, and named New Gurugram among the leading growth corridors (via NBM&CW). Savills India's December 2023 study had recorded 45% annual price growth for under-construction homes in New Gurugram (Outlook Business). More recently, growth has normalised: a 15-city price comparison reported by Business Today in September 2026 shows Gurugram prices up about 5-6% year on year in H1 2026.
For villa and floor buyers, these citywide figures are only a backdrop. Low-rise prices move with land values and with the regulatory climate more than apartment prices do, and in 2026 the regulatory climate is unusually unsettled. We would not extrapolate past growth into a forecast for any individual floor or villa, and we would treat any seller's projection with caution.
Infrastructure that matters here
New Gurgaon benefits from the Dwarka Expressway, whose Haryana section opened in March 2024 and whose Delhi section and UER-II link opened in August 2025 (official releases). Global City, a roughly 1,000-acre HSIIDC project across Sectors 36-37B, was reported 80% complete in physical works in August 2026 with a December 2026 target, after years of litigation (ThePrint). Metro access to New Gurgaon remains in the future.
Living in a floor versus a villa
The day-to-day experience differs more than buyers expect. A floor shares the plot, the stairwell, the lift and often the parking with up to three other households, and the quality of those neighbours and of the plot's shared maintenance matters a great deal. A villa in a gated township offers full control of your structure and garden, but you carry the full cost of maintaining it.
Townships differ too. Large licensed townships such as DLF Garden City or Signature Global's development in Sectors 92-93 offer wider roads, parks and some managed services. Smaller plotted colonies may offer more character but less consistent upkeep. Visit on a weekday evening and a weekend morning before you decide.
Checks for villa buyers
- Licence and registration of the township, and the layout plan showing your villa plot.
- Sanctioned building plan and completion or occupation certificate for the villa.
- Any additions, basements or terrace enclosures not shown on the sanctioned plan.
- Township maintenance arrangements and charges.
- For older villas, the condition of waterproofing, plumbing and electrical systems.
Pricing a floor fairly in 2026
With fresh stilt-plus-four approvals suspended, the supply of new floors in New Gurgaon is constrained for now, which may support prices of fully sanctioned existing floors. At the same time, the legal uncertainty makes some floors harder to finance and resell. The fair price for a floor in 2026 therefore depends heavily on its paperwork. A ground or first floor with an unquestioned sanction can justify more than a fourth floor of similar size whose approval is tied to the stayed policy.
Compare per-square-foot prices on the same basis. RealtyHunting's New Gurgaon figures are on built-up area; a quote on carpet area will look higher for the same home.
