Flats and apartments in Chennai under ₹40 lakh

In short

Honestly, very few. Only four apartment projects on our books list a home starting at or under ₹40 lakh, and they are mostly 1 BHK or compact 2 BHK units; three of the four are ready to move. Plotted layouts start lower, from about ₹15 lakh. For more choice, the ₹50 lakh page adds 2 BHK homes in more areas: /chennai/under-50-lakh. Updated 12 October 2026.

Why so few new flats are priced under ₹40 lakh

ANAROCK's Chennai Q1 2026 report counts about 5,400 homes launched and 5,300 sold (down 18% on the quarter, up 31% on the year) at an average quoted base price of ₹7,165 per sq ft. 65% of launches were in the ₹80 lakh to ₹1.5 crore band, and South Chennai took about 71% of sales.

Its Q2 2026 update shows about 5,300 launches and 5,100 sales (down 4% on the quarter and 11% on the year), 33,700 unsold homes, or about 18 months of sales, and an average of ₹7,250 per sq ft. Of new supply, 45% was priced at ₹80 lakh to ₹1.5 crore and 32% at ₹40–80 lakh. Homes under ₹40 lakh were at most a few per cent of supply. ANAROCK's cheapest tracked micro-markets, Oragadam at about ₹5,000 per sq ft and Guduvanchery at about ₹5,480 (Q2 2026), explain why: a 1,000 sq ft flat there already costs ₹50 lakh or more before taxes. Under ₹40 lakh therefore usually means a 1 BHK, a compact 2 BHK, an older resale flat or a plot.

The all-in cost of a ₹40 lakh home in Tamil Nadu

Tamil Nadu charges duty on the higher of the deed value and the guideline value. A new flat bought from the developer is registered on one composite deed for land and building, under a December 2023 order: 4% stamp duty up to ₹50 lakh, 5% up to ₹3 crore and 7% above, plus a 2% registration fee. A resale home pays 7% (5% stamp duty and 2% transfer duty) plus 2% registration. GST is 5% on an under-construction home and nil on a completed home sold after its completion certificate.

Worked example on a ₹38 lakh new flat bought from the developer: stamp duty at 4% is about ₹1.52 lakh and registration about ₹0.76 lakh. If it is still under construction, GST adds ₹1.9 lakh at 5%, or only ₹0.38 lakh if the unit qualifies for the 1% affordable rate (carpet area up to 60 sq m, about 646 sq ft, and a price up to ₹45 lakh). Ready flats sold after the completion certificate carry no GST. Calculator: Chennai

A plot pays the resale-style 9% (7% duty plus 2% registration) on the higher of the price and the guideline value; the sale of land itself is outside GST, but ask whether development or amenity charges are billed separately. Guideline values: Chennai

EMI on a home under ₹40 lakh

EMI examples are our arithmetic at an assumed 8% a year over 20 years, a deliberately cautious planning rate after the RBI raised the repo rate to 5.50% on 7 October 2026. Banks lend up to 90% of the price on loans up to ₹30 lakh, 80% on ₹30–75 lakh and 75% above that, and stamp duty and registration are generally paid from your own funds.

A ₹40 lakh flat with 20% down (₹8 lakh) needs a ₹32 lakh loan: about ₹26,800 a month at 8%, or about ₹25,800 at 7.5%. A ₹36 lakh flat with the same deposit needs ₹28.8 lakh: about ₹24,100 a month at 8%. Plot loans are offered on different terms from home loans, so ask the bank before you commit.
